Per the manufacturer: Water may not go through the Polypropylene Ground Cover immediately. It may take several complete saturations before you notice permeation. If you wish to accelerate this process, you can take dishwashing liquid - e.g. Dawn, and apply a few drops onto the material and saturate with water.
